For a client we developed an implementation manual for cost-benefit analysis of gas distribution investments, compliant with the national regulator’s guidelines .
Firstly, we mapped the national regulator’s guidelines into the European standards set by the European Commission guidelines on cost-benefit analysis.
Secondly, we researched international practices to identify the best methodologies for evaluating each benefit and cost item. Based on the data requirements of each methodology we assessed its applicability in Italy.
Finally, we drafted an implementation manual containing a detailed description of the methodology, in order to evaluate the main benefit and cost items and indication of data sources.
